When Elop joined Nokia, they already missed the smartphone-hype.
Their symbian was dead and on its way out. There was nothing he could have done.

After he joined, he made Nokia re-focus, created the Lumia and finally found their place in the smartphone market.

Under his leadership Nokia changed from a former tech-giant close to bankruptcy to a smaller but healthy company. He saved their asses.

Pretty sure he didn't create the lumia himself. It is a good company with a good tech/research team, but they missed the first wave of smartphones. Shit happens in every company. I'm not sure the CEO change really has something to do with them being back.
