As I said they are focusing on existing APIs. Howevver there are extensions in OpenGL that should allow similar performance improvements in theory. THo no game has used them so far. Valve is also pushing for development of OpenGL as part of their SteamOS/Linux push, and Source eingine 2 will likely have a modern OpenGL renderer when it launches. Also there will likely be a new version of DirectX along with Windows 9, that will hopefully modernise that API to match some of the features that are exposed in Mantle.
So there is hope that similar performance will come to everyone in the future.
