What about PS4/XBone is preventing any dev from making games that would be graphically possible on a lower power console,
that require less budget to complete, etc?
If those would sell on a lower power console why can't those same customers play said games on a console with more power?
If anything, development would be CHEAPER on the more powerful console because they don't have to do ANY optimization,
while they would in fact need to on a less powerful console to get the most out of it.
