No, next GTA will. GTA V will probably end at more than 20M, maybe even breaking GTA: SA mark. Gran Turismo is another possibility if it releases early and sells like GT3. CoD could do it to.
Anyway, the most likely is GTA VI. GTA V, if was on gen 8 and counted for this, would have done it easily, it did what X/Y have now in just 2 weeks on PS3.
