Some people yes but not as many as you think. Most people just trade from exclusives/etc with others. Some have siblings/cousins/friends with other versions. i think there are a small percentage that actually buy both versions, maybe like 1 out of every 20-25 so 4-5%(this meaning they buy it for themselves!)

How are you even arriving to this? I could say 1 in every 4 buy both versions, doesn't mean I'm right. We have nothing to go on. Even my little nephew got my cousin to buy him X after he finished Y. There might also be confusion over which version someone might want so it's also possible that at Christmas, someone gets both X and Y.
Some parents might think that you have to buy both games to obtain the full game given the fact that they are called X and Y. Some may even think that Y is a sequel to X.
