It's not about how many people would just buy the game. It's about how many want to buy a new controller AND would be willing to spend an extra $10-20 for some throw in. That extra money becomes pure profit over time and becomes a notch in the belt when it charts week after week.
Also, Warhawk and EoJ are totally different. Those controllers aren't the standard controllers that everyone buys.
