I believe they did a similar thing with twilight princess. I assume it was delayed from its original 2005 release date, not because it wasnt finished but because Nintendo knew it would be a better used as a wii launch title as opposed to a swan song for the gamecube. (In which case the wii wouldn't have received an actual zelda game till 2009).

A Majora's Mask remake on the Wii U would be a decent way to make up it if they did make such a decision.

Exactly.

It's cheaper for them to develop another remake and still the console will have three Zelda games, just like the Wii.
