The same way I can hold up a grainy photo and take a picture of it with an HD camera. The result is a very sharp picture of a grainy picture...the original picture retains most or all of its quality in the new photo.
The HD videos are done in "HD resolutions" (term used loosely) because they want to keep any degradation in quality from one medium to the next to a minimum.
