Actually this does not read right. Instead of saying the "ESRAM can only be a bottlenick if used" instead, the ESRAM is bottleneck from reaching peack performance. In other words, in order to get the 204gbs, the developer would need to use the ESRAM constantly. Also, this author might be suggesting the size of the ESRAM is the bottleneck which is indead the case. The key is that developers will need to think different about their game design solution so that they are always preloading the assets they need Into the Esram to maintain optimal performance.
