This is incorrect.  Their is one main OS and 2 that are very thin hypervisor.  Hypervisor is just another term for a VM that have direct communication to the hardware. This is a advance setup because if an App goes down it does not take the entire system down.  This is the same for the game visor as well. The Main OS manages the Apps and games VM.  The Apps and Games VM are very thin and only access specific memory needed for their operations.  Its the reason the X1 can multitask while the PS4 cannot.  The footprint for all OS is very small.  As Time goes on MS will be able to realocate memory and resources however they like depending on what is happening within the X1.  Its a very flexible setup and advance design that shows MS experience in this space.
