As a general rule, as long as a system requires a hardware modification there is a cap on the percentage of people who will pirate games for it ...
Most people are not comfortable with opening a $100+ electronic device to modify it, and people generally don't trust someone who is selling them a device which has an "illegal" modification (the modification may or may not be legal in various countries, but most people see it as questionable regardless).
