Firmware updates are almost useless agains transparent drive chips (unless they are very bad chips), and they only didn't made it to PS3 because you can't "hear" the BD data the same way you can with DVDs, so you can't know how to make a chip.. but it is question of time.
It is IMPOSSIBLE to sell hardware in Brazil without a way to pirate games, and it is a fact very dificult to change (video games here are overtaxed, thinks like 600%). So companys make money selling the console as expensive as they can (WII@U$ 1100 and X360@U$1500, Sony don't sell PS3 here...).
