Yeah...you're really not making much sense.  

When a sequel comes out it gets carry over sales from it's predecessor. When a new IP comes out it has to build it's popularity from the ground up. Crackdown was already a relatively small series 5 years ago, by now it's popularity is likely small enough to be negligible. So if C3 sold 1.7 million copies it would be selling them by its own merit (like a new IP) and very little because of the original games. Hence i think they are better off just making a new IP, the risk would be about the same either way.

I get what you're saying, but you're just assuming things.  In a perfect world with conditions that fit your argument, your argument would stand and I would agree.  But there are so many other factors.  Do you have an approximate, factual gauge as to how big or how small the Crackdown fanbase is?  Do you know if Crackdown 2 sold poorly (selling 1 million+ for a game with 8 months development time is still pretty good, imo) due to poor scores and feedback or if it was due to what you said?  

Isn't starting out with an already formed fanbase (Crackdown) better than starting out with no prior fanbase (new IP)?
