They're counting Xbox Live downloadable games, I'm 99% sure. With those in the mix, it's pretty easy to understand where they get the 1k number

My number is including all XBLA titles and still is under 400. The only way possible Microsoft is not talking through their ass is if XNA games will be included and even so we're going to need about 400 of them by Summer's end for this to be true.
