Pokemon XY Sells 11.6m Units In 2 and a Half Months (Undertracked!)

Does VGC include downloadable cards in Japan? I think Famitsu does but not Media Create? Because there's only a 300k difference between both trackers so does that mean only 300k downloadable cards were sold? That's very confusing.
