Haven't played the games, but it does look like that yes.

Super Mario 3D World barely uses the gamepad. Which is understandable considering the game needs to be playable with more than one person.

Pikmin 3 has multiple controller options as well. The superior option seems to be the Wiimotion controller with a nunchuck. Although the gamepad comes in handy because it displays the map.

Zelda: Wind Waker HD greatly improves the control of the game with the gamepad, but doesn't use it in an innovative way. Which shouldn't be a surprise considering it's a remake. Still, it's Nintendo's best use of the gamepad outside Nintendoland.

New Super Mario Bros. U also barely makes use of the gamepad. Except some gimmicky options like creating blocks to help/hinder the other player.
