And since this deal may have take quite some time, they were probably already developing while locking a deal, probably for 3~6 months I would take. MS PR about not being certaing of GoW exclusive for Xbone was probably to have a bigger reaction when confirming. It could even be that after Judgement they started deving it at BT and where just deciding the monetary compensation since then.
