I believe the original wii gpu is incorporated in the main gpu chip of the wii u and for wii u games it is the wii gpu that is the frame buffer for the gamepad. Hence the 820x480 resolution. The wii u can display the wii gpu or wii u gpu output on the gamepad. If you have two game pads that will take a lot of additional resources. It's probably only possible for simple games. At the moment there is no process I believe in the os to pair another gamepad. Also it would need double the wireless bandwidth.
I don't think this a priority for Nintendo either. I'm sure they are more concerned about the fact so few people are buying the console.
