Yes/No ...

Being that most developers will be focused on cross platform development between the XBox 360 and PS3, most developers understand the PS3 well enough that they can match the performance of the XBox 360 and don't care about much beyond that.

Developers working on big budget exclusive PS3 games may continue fighting with the system to get further perfomance out of the system, potentially at the expense of delays.

This is pretty much how I see it. Developers are comfortable enough with the PS3 that they can match the performance of 360 games without too much trouble. They could probably do some stuff on the PS3 that narrowly exceeds what the 360 can do, but it would be horribly slow and expensive.

PS3 sales being what they are, this will probably translate into most games on the HD consoles being almost completely identical multiplats, with a handful of extremely impressive first party exclusive, as well as the few huge third party projects that are most likely too far specialized on the PS3 to go multiplat (MGS4, FF13).
