Nintendo says it is possible to have two game pads on one Wii U but I honestly don't think they programmed the Wii U or its operating system to handle it. A two gamepad Wii U game would have been a great system seller early on, if not for different NintendoLand game, then NSMB U or some other platformer where you can draw platforms or destroy them.

People who say the controller expense is the reason Nintendo didn't release the Gamepad as a seperate accessory are smoking, Nintendo sold Wii controllers at $50 before they even had the motion plus build into them, they sold Wii Fit with the balance board at about $100, it isn't the expense of the GamePad that they didn't sell more, it is just that they honestly didn't put much thought into the game play aspect of the device compared to its aesthetics and price.
