It would seem that way. The userbase is also bigger than the PS4 which is the leading next-gen console.
I doubt this rumour but at the same time it won't be much of a shock if it's true.

Not really, by the time WD releases PS4 user base will be bigger add X1 to that and there is almost no need for a wiiu version.

By July alot can change. Wii U is releasing Donkey Kong (very consistant 5 million seller), and Mario Kart (7 million seller at its worst), and who knows what else by the end of June. PS4 is coming out with Infamous Second Son (Infamous 2 dropped to 1.6 million), Driveclub (If Forza/Gran Turismo can't sell, good luck with that) and a handful of games that will be on last gen consoles and the Xbox One. PS4 had incredible launch demand, but there is a limit to that. Maybe it will be at 6 million, 8 million, but at some point Sony will fufill its launch demand and will have to rely on its software to bring in console sales. That being said Watch Dogs should release on Wii U, just because it cost Ubisoft a ton to make and they will need to try to pinch every dollar to turn a profit and those 350k Wii U sales could be the difference between loss and profit. Corporations run on ridiculously small margins sometimes.

Okay. Firstly, those sales figures of yesteryear means nothing in the here and now. DK being a consistent 5m seller don't mean squat on a console with a 5m userbase. The rest is just speculation.
As for WatchDogs I can agree with you. The Wii U should be far cheaper to develope for than PS4 and X1 - based on the account of some or at least one studio.
Don't quote me on this but I am pretty sure that the Wii U version has it's own "division" so to speak. That means that if WatchDogs generate sales of 350K as you suggested (and I do believe this is possible) it can hopefully break even for that division. I don't know what the profit maths formula is, therefore I speculate.
