I disagree about the locales. I mean, there is no reason to think MGS4 was somehow worse in this regard compared to previous games. Going to Europe, revisiting Shadow Moses, and ending at Outer Haven were all memorable to me. I guess the Middle East part wasn't that exciting. Boss fights I thought were pretty much the same compared to other MGS games, with some being good and others being not so memorable. Particularly I thought the Rex vs. Ray fight was epic and the last boss fight was memorable. The boss battles with the Beauty and the Beast Unit could have been better, but again not every boss fight can afford to be epic.

I'll just take up this part.  I think my problem with the locales is that a big part of them were in places I didn't like.  I found the middle east incredibly boring compared to the previous games; and Europe wasn't much to my liking.  I did enjoy Outer Haven but that's the final act of the game and so isn't a massive part of the full title.  Shadow Moses was okay, but it was literally just playing on my nostalgia factors rather than anything else.

And I disagree hugely about the boss fights.  The Beauty & Beast unit was a massive, massive letdown compared to FoxHound & The Cobra Unit, and I'd daresay I didn't enjoy them as much as Dead Cell either.  They just weren't all that memorable to me.  Octopus was dull; Raven was kind of fun; Wolf was alright and Mantis was gimmicky.  I certainly wouldn't rank them up there with things like Sniper Wolf; Fatman or The Fury.  All the other games have incidental bosses, too, and MGS4's weren't great for me.  Rex v. Ray was a spectacle fight that I didn't enjoy as much as the individual fights against Rex in 1 and Ray in 2; and the final boss was atrocious (I can see why Kojima did what he did, but it controlled like arse and I really didn't enjoy it).  Certainly nothing on Solidus or The Boss.  There were some high points - Vamp was cool and I liked the bike chase with EVA, but the latter was pretty much just a recreation of the bike chase from 3 and so it didn't really have the same impact.

And after saying all this, you'd think I hate the game.  I don't.  Those bosses were still various degrees of fun and legions ahead of most other games.  It's just Metal Gear Solid isn't "most other games" to me and I hold it in higher regard because of previous consistency.  4 was more a "disappointment" than a bad game; something I enjoyed but wanted to enjoy more.
