Actually this was a penalty clause in the contract. A MASSIVE one. The contract is unchanged, they are committed to fab at GF or pay huge fines.

 Though if AMD can integrate their GPU and CPU with a proper backend they won't have to move to a different node.  

You think 28nm tech can compete with 14nm + FinFET? What about when EUV and 450mm come into it?

The biggest thing holding back CPUs is more or less graphic calculations and video processing... all of which can be done with GPUs.  Which is why AMD needs to somehow figure out the backend to automagically get those assembly calls sent to the GPU on the die and have it sent back to the CPU.  If they can figure that out no die shrink is going to be able to help Intel cause they can't make a GPU that can compete.
