That's because AMD technically can't make a smaller processor.  They had to make a deal with Global Foundies to survive and unfortunately Global Foundries can't get any yields in the 20 nm range.  Once their deal with Global Foundries ends though, they'll be able to pump out better processors.  Their Jaguar's actually a gold mine for them right now.

The deal with GF never ends afaik.

But even if that wasn't true, I don't see any 20nm processors from TSMC, Samsung or anyone else either.

Meanwhile Intel will have 14nm the middle of this year.

The deal with GF is actually slowly ending.  I just read up, AMD paid GF up to start using other production facilities.  Though if AMD can integrate their GPU and CPU with a proper backend they won't have to move to a different node.
