Nintendo's lacking experience in HD developent in combination with 3DS's initial struggles is what has been holding their aggressive releases back. That's why we got New Super Mario Bros. U instead if "Galaxy 3", Wind Waker HD and Hyrule Warriors instead of a new Zelda, Namco helping Sakurai develop Smash Bros. 4, Luigi's Mansion 2 on 3DS instead of Wii U, Donkey Kong Country: TF instead of a 3D Metroid, and countless release date delays. This also put games with high risk - low reward in terms of profit like Star Fox and F-Zero out of the question completely.
Nintendo's teams were/are still, in terms of size and experience, SD video game developers. This will change in due time but until then, please understand.
