The worst abomination ever in the history of game design.In seriousness, he was an annoying mapmaker from Majora's Mask; apparently he's a middleaged guy who thinks he is a fairy, and so relates to Link.  Just to be oboxius, Nintendo has brought him back in most Zeldas since, and recently even gave him his own Game, with some nonsense title like 'Tingle's Freshly Picked Rosy Rupee Land' or somethign like that.
