Valve has been doing this sort of thing for a while now so it might work and it might give Nintendo a good taste of what they should build in a core console should they choose to go onto to that direction. However, I believe that if Nintendo chooses to experiment like that it would be wise to simultaneously support and develop unique experiences for Wii U so that that audience does not lose trust in Nintendo.
I would personally like to see what Nintendo can achieve if they partner up with Valve and cross-promote Steam client, Steam OS, and Steam Machines along with a Wii U Gamepad like controller.
There is a lot of experimentation that can be done here, but it is important that if Nintendo does take this route, they do so in a manner that does not alienate their current user base or might be even better to wait until the Wii U's lifecycle has somewhat ended.
