Generally because they're cheap, most people have something to play them with on them at most times of the day and though you may not see the appeal (and to be honest neither do I) some people don't mind them being simple distractions for a few minutes at a time, that's all they want, especially if you're busy doing things, something like Candy Crush is the ultimate in pick up and play so you can squeeze a bit in during short breaks etc.
