In Europe the wii u is outsold by the original wii which is already a market completely saturated. There is a rejection of wii u because its so difficult to place. It really is only a console for Nintendo's games and other wii u exclusive games. I bought one because I love wii u games but understand the apathy. Sadly most gamers will be better off with a ps3, 360, ps4 or xbox one. Even the wii has a stronger case in many ways (mainly price).
Ultimately the wii u can only fight back with brilliant games and a more competitive price. Games wise there isn't enough so price is Nintendo's main weapon. If it is sufficiently cheap then more people will consider buying it.
It's not a great strategy. Nintendo only have themselves to blame. At least they have the 3DS to keep the money rolling in.
