I think they could offer a gameless Wii U for 250 U$, and that could feel like a price reduction for some, not everyone likes to buy the game that comes with the hardware right now, and they could use the resulting savings in something more their alley, like Mario Kart 8, Super Mario 3D World or Rayman Legends.
I think by the end of the year we will see a Mario Kart 8 bundle at 250 U$, but not a 200 U$ Wii U, that would be too big of a price drop and will hit the financials of the company.
A better investment of Nintendo's money could be courting 3rd party developers, and helping them to port their current engines to the platform, if they get Konami or EA to make a soccer game for it, it will help the sales on Europe and South-America, if they can get Square-Enix to port their Kingdom Hearts 3 for the console it could help in all territories and so on.
Right now the console is great for the people who like Nintendo games, but they could attract more people if the other games are at least ALSO available in their machine, and I am sure that they could get some games that could work fine on the Wii U, like Skylanders, Rayman Legends and others.
