Re-read the actual post again, it specifically says they have already chosen a SoC design from a specific vendor. That indicates they are far further along than the "brainstorming" phase.

Hey Knee-jerk Ned.  'Platform', 'console', same thing.  I call handhelds consoles, too.  We're talking about the same thing here, it could be either type of hardware.

Some ideas have been formed, but most have not.  That's called brainstorming.  And they'll continue brainstorming until they've completely finalized the hardware within a year of launch.  Research & Development has two parts to it - 1.) Research, and 2.) Development.  That vendor information reflects the development phase of things.  What exactly is your argument?
