Pre-orders for CoD started god knows when and ended when it released in November. 

exactly around the launch of the one.

I'm just gonna theorise here.

the preorders for cod on the 360 were bigger then on the one due to insecurity if gamers would be able to obtain a xbox one

now that there is a stable userbase on the one preorders are slowly transferring from the 360=> one
