It is like Nintendo data... they have collected data from third-party trackers in some countries (the big ones at least like NPD, GFK, etc) and for the small countries they make estimations...
For PS4 it is even easy to make estimations becuase they have the shipment data and in most countries the PS4 is sold out... so the number can be close to the shipment in most countries.
