Mass Effect 2.
ME2 builds upon the incredible world established in ME1 in terms of story/characters/environments/space politics; the dialogue (and the voice acting that executes the dialogue) is superb, making even the most bizarre alien characters feel relatable. ME2 also has an engaging combat system that borrows a lot of great things from Gears of War and uses the radial wheels effectively to add a tactical edge to the combat. The character classes feel distinct and really allow you to play the game according to your own play style.
