Third parties make their own decisions as to what they are going to develop for. If they choose to write off a system prior to release because it's doomed, that's their decision.

After the N64 and GameCube, I highly doubt there was much Nintendo could have done beyond what they did to encourage third parties to make Wii games for the launch period.
