I swear, it's like we have one of these every other day...
In any case, IX has depth and a quality of writing that I find easily surpasses VII, and especially VIII. However, the game suffers due to its plotting and mechanics, both of which are slow and erratic. Visually, and musically, superb.
VII is pretty much the opposite. More shallow and undeniably lacking in the writing department, but with more refined mechanics and better plotting. Some criticize the graphics, but in-context it works fine, and the music is excellent.
And I have to acknowledge VIII, since it's the middle-child. That being the case, it is terrible in virtually every way except the fairly good music, and that's all there is to it.
In the end, it really depends on what someone is looking for in a game. A good story (IX), a good all-around experience (VII), or boring, soul-crushing tedium (VIII).
