I'm pretty sure Microsoft has its alternate plans.

Third party developers are probably observing how well Xbox ONE is selling in its current state before they decide to exploit Kinect. There hasn't been any major Kinect project in the works so far so I don't think it'll stop Microsoft from changing their policy once more if it is necessary.

I'm pretty sure they wanted a bundled Kinect since the original on 360. Their last policy change was before the launch, now things are more difficult. Probably there are some games in development for Kinect right now (as we probably have a lot of unannounced games waiting to see the day light).
