It is a API to replace the Direct3D... not all the DirectX... so you need to use DirectX in the games for Windows but the graphic part instead to use Direct3D you will use Mantle.
But Mantle is just supported by AMD GCN GPUs (HD 7000, HD 8000 and the new Rx cards)... so developers will create the game in most cases using Direct3D and after that make a optimization patch using Mantle for these GCN GPUs.
Mantle is open so nVidia can implement the support for their GPUs but it won't happen... nVidia already have a API extension like Mantle for OpenGL... some games uses it already.

Okay, so it will replace the full Direct3D? So it's either Direct3D, OpenGL or Mantle for every specific game, not a combination of them?

Devs will be making games for DX + Mantle mainly, with some propably also working on OpenGL. AMD people can use every option, Nvidia people have to settle for DX/OpenGL.
The downside of mantle is that it adds more work for essentially half the customer base (AMD people only) atleast until Nvidia gets access to it (or if they even want to use it).
