Even if the quantity can be negative, you wouldn't use the phrase "120% lower" or equivalents. If someone is reversing at 20 km/h, and another is going forwards at 100 km/h, you wouldn't say that the first person is going 120% slower.

Oh, this too, I just looked at the wrong quantity case without even considering how wrong it could sound using it like that in any case.
