There is no way for a console maker to know how many units are sold. Console makers *always* give numbers that are shipped to retailers such as Wal-Mart/Best Buy/GameStop, but VGChartz tracks sold to consumers. That means me and you. So Microsoft has shipped 17.7 million units to retailers, but only ~17.45 have been bought, so ~250k units are sitting on shelves.

I actually think MS is trying to claim a full 17.7 "installed base" meaning in homes and plugged in etc... There have been a lot of instances in the past where confusion has arisen from the "terms game" that PR folks play, but this terminology (at least to me) seems to indicate that they are truly saying "sold to consumer".

 

I think they are full of crap or just plain wrong if that is what they are trying to say but thats a whole other issue.

I'm actually still trying to figure out if it was MS or the author who thought the 17.7 million equated to a WW lead...and once I figure out who was saying that I'll work on figuring out how they figured it.
