Vita was launched in every country except Japan last year so not surprised that numbers are down.
PS3 and 360 haven't had a price cut it more than 2 years and their successors came out this year.
The 3DS had a new revision (which was being sold for $99 on BF), Pokemon, AC:NL in the west, MH4 in Japan and is still down YoY.
