It's probably a bit more complicated than looking at supply, since releasing in more countries also meant expanding their services into more regions, which in turn may not have been feasible by November. For similar reasons, why release the PS4 in Japan at launch when Japan-centric content isn't ready yet? Each company has to pick and choose it's battles based on what they have ready, and Microsoft probably wasn't ready to provide its services to more countries at launch. While it seems like PS4 has an early lead, the Xbox One still seems to be a success so far, although we'll likely get a better picture of the console competition next year.
