No, they are marriage licenses. So it is legal same sex marriage. However, it is all temporary at this point pending more court battles. So, one day those licenses could be deemed invalid... Of course, like I said in the op, with the precedent of prop 8, it is hard to see the ban being reinstated. They may get a stay from the court that will halt the marriage licenses being issued while the legal drama unfolds, but it seems to be just a matter of time at this point...
