I believe so... Major Nelson himself said in the first week of September that the fist batch of retail consoles was out the production line.

I think both machines started the mass production at the same time... before that it was only limited prodution for dev or test kits.
PS. My PS4 is November production... not a surpise because the launch here was Nov 29th.
