In japan, since the market could have no direct competion for PS4, and 3DS is selling less than last year, think PS4 will have it there too. In what world does is it hard to tell if 3ds doesn't do better than ps4 in Japan. How is it even questionable? Ps4 will be luckily to beat Vita or Wiiu by more couple thousand there.
