It says 1 CPU performance, so the number of cores shouldn't be a factor.
However there could be many other factors beside CPU clock speed. If they increased the CPU specs from initial announcements they would probably tell the public.
Could also be one or more of these:
a) X1 RAM has much lower bandwidth which could impact CPU performance, especially if the GPU was also hammering on the RAM.
b) X1 CPU compiler is not as good as Sony's
c) X1 OS & System software has more overhead
In all though I had expected X1 would be faster on CPU since MS has been making x86 OS and compilers for so long, but I guess their last minute 10% bump in CPU clock frequency was compensating for some really shitty perf.
