Is PS4 CPU is better than Xbone CPU?

I don't think the clock speed of the PS4 is fixed. Developers can most likely upclock to up to 2 GHz or something if they like with the base clock being 1.6 GHz. Like the Turbo mode in modern processors. That would also explain why the PS4 gets pretty hot while playing Battlefield 4 and stays cool while playing Killzone. Maybe BF4 needs more of dat CPU powah!

But that's just a guess by me.
