IIRC the PS4 CPU is actually clocked slightly lower than the Xbox One CPU. Anyone else remember? Originally they were going to be the same, but MS increased the Xbox One clock slightly to compensate for an otherwise slower performance.
The PS4's CPU probably does better because PS4 has much faster RAM, and the OS is probably less bloated.
