If they were promoted as the big Zelda game of the year before OoT released, I think they would have.

I don't see Nintendo actively promoting this as "The next big Zelda game".  Even during the Nintendo Direct Iwata was quick to clarify that this was not the next game in the proper Zelda franchise.
