Well, since the Xbox 360 already did something like this with a couple of providers I don't see why not. Plus they just added Verizion FIOS Xbox One app, which gives the user and extra 74 channels. (See thread: http://gamrconnect.vgchartz.com/thread.php?id=174616&page=1#4)
And, I would like to add Australia with FoxCon.
True, it doesn't have a tuner - which is why it works with cable boxes that the companies provide.
Now, the might try to do their own. But since Microsoft already has it, they would look like the silly Samsung TV that you talk to the remote - it doesn't quite work.
I would think Google or Apple will try to make similar arrangements.
